The Football Hooligan battles evil by buying it a few drinks and making it bet on the game. After evil loses all its money and come home drunk, its wife tosses him out and he is too busy finding an apartment to terrorize the city.
When not carousing against evil, 'Hool' assumes his alter ego - Ima Sumac, a temp worker at the Daughters of meth charity do it yourself help center where he maintains a 4.0 grade and alcohol average.
